they are looking. it is intentional.
I do this on a regular basis and often people send a reply back that they forgot, blame a colleague or what not, but the 'moral' of the story is that people have no clue and their routers just spit out whatever they like.
often true at the smaller end. at medium/large there is a lot of intentional slicing to /24s, not for te but for hijack reduction. i am hoping that, over the years, rpki-based origin validation will remove some of the motivation for this. but that's my silly form of optimism. randy
