(Resent due to mailing list block on larger attachments) As promised on the last call, I have put together a mind-map identifying aspects of the "values question" that we said should form part of the starting point for this work. I think we should discuss it at the face-to-face, as that's a good environment to (1) check that we have covered everything and (2) reach consensus on such points. See attachment. Sorry this is much later than I intended, but technically it's still before our next call! :-) The mind-map seeks to define the areas of accountability, to be what "accountability" is intended to secure. The overall accountability question is then framed as "Do our structures and processes deliver on what we believe they are intended to secure?" (i.e. in each of these areas). For the values (which I've divided into "substantive values" and "process values"), I've just made a rough start, to give you an idea of what kinds of things are intended for this category. Making those lists accurate and exhaustive would be the group's task. The questions "Who are we?", "Where is the root of authority?" and "For whose benefit are we acting?" only have one answer each. I've listed some possible candidates in each case; again, it's for the group to decide. The questions of Scope are, again, to be developed.
